2023-02 Addressing the Impact of Unintended Pregnancies on Women and Adolescent Girls
Whereas:
- The UN reported a global population of 8 billion on November 15, 2022, with an estimated 67 million annual increase.
- Worldwide, 52% of pregnancies were unintended, including 42% in Canada; 60% of these ended in abortion, with 45% being unsafe, leading to maternal deaths and hospitalizations.
- In 2021, 13.3 million babies (10% of global births) were born to mothers under 20.
- Unintended adolescent pregnancies negatively impact young women’s education, health, and opportunities, often forcing them into early marriage.
- Unintended pregnancies reflect gender inequality and control over women’s bodies, amplifying social and economic harm.

The National Council of Women of Canada (NCWC) adopts a policy to reduce unintended pregnancies through strategic actions.
Resolved #2:
The NCWC urges the Government of Canada, in consultation with relevant authorities, to implement a national strategy addressing unintended pregnancies. This includes:
- Supporting organizations addressing unintended pregnancy.
- Ensuring equal, affordable access to contraceptives.
- Promoting sexual and reproductive education via public media.
- Supporting informed decision-making for unintended pregnancies.
- Providing safe access to abortion services and emergency contraception.
- Empowering women and girls to make informed decisions about sex, contraception, and motherhood.

The NCWC urges Provincial Councils to promote education for men and boys on their responsibilities in preventing unintended pregnancies.
Resolved #4:
The NCWC asks the International Council of Women to develop and implement a global strategy to reduce unintended pregnancies and support women’s health.
