91.7 Over Packaging
[Whereas,] Rationale:
Many products available for sale today are covered by several layers of material. To produce these coverings requires the expenditure of energy and adds to the cost of the products. Disposing of these coverings creates pollution.
[RESOLVED,] NCWC urges the Government of Canada to require manufacturers and packagers to package their products in the smallest amount of packaging compatible with health and protection from damage, using the guidelines provided by the National Packaging Protocol:
- All packaging shall have minimal effects on the environment;
- Priority will be given to the management of packaging through source reduction, reuse, and recycling;
- A continuous campaign of information and education will be undertaken for making all Canadians aware of the function and environmental impact of packaging;
- These policies will apply to all packaging used in Canada, including imports;
- Regulations will be implemented as necessary to achieve compliance with these policies;
- All government policies and practices affecting packaging will be consistent with these national policies.
