Whereas:
- The global HIV/AIDS crisis is worsening, with 40 million people infected worldwide, including 28.5 million in Africa.
- More than half of those infected are under 25, 75% of whom are young women.
- 14 million children are orphaned by AIDS.
- In 2002, fewer than 25,000 people died of AIDS in wealthy Western countries, whereas 2.2 million died in the Global South, totaling 25 million deaths to date.
- HIV/AIDS is decimating the workforce, leaving children and grandparents responsible for financial and caregiving duties.

- The National Council of Women of Canada (NCWC) supports HIV/AIDS prevention and treatment in Canada and abroad.
- NCWC urges the Government of Canada to increase its financial contribution to the UNAIDS Program to help reach the $10 billion annual goal for HIV/AIDS prevention and treatment worldwide.
- NCWC urges the International Council of Women to encourage global National Councils to advocate for proactive HIV/AIDS prevention and treatment measures, including:
- Endorsing and supporting the UNAIDS goal of raising $10 billion annually.
- Developing campaigns to raise awareness about HIV/AIDS risks, particularly for women and girls, who are most vulnerable.
