Perpetrators of Rape

It was resolved that:


1. the problem of rape is universal.


2. women and children are identified as sensitive and the most vulnerable groups.


3. there should be zero tolerance for rape.


4. rape is being used as an instrument of mass destruction against women and children.


5. the law enforcement agencies be educated and trained on the human rights of women and children.


6. the police and security agents should uphold zero tolerance for all forms of violence against women and children.


The International Council of Women therefore urges the UN and the National Governments to view rape as a serious crime and to take action so that:


1. All cases of rape must be investigated and taken to court by the prosecutor.


2. The perpetrators of rape and offenders must be sentenced with most stringent penalties and jail terms and undergoes a compulsory program of rehabilitation.
