79.2 Upward Mobility
Whereas, In 1976, the Minister responsible for the Status of Women, the Honourable Marc Lalonde, announced through Cabinet that the federal government would promote affirmative action for women through development of guidelines by Labour Canada, which would enable companies having federal contracts to ensure equality of opportunity and career advancement for female employees (1); and,
Whereas, In 1979, little action has resulted; therefore be it,
RESOLVED, That The National Council of Women of Canada request the federal government to require that companies which have been awarded federal contracts, be allowed a specific non-extendable length of time to comply with these guidelines as developed by Labour Canada (2);
RESOLVED, That effective from the date of the Cabinet announcement, the “terms of reference” in all federal contracts shall contain as a condition of the contract, compliance with the guidelines;
RESOLVED, That federal officers be given the right to examine the operations of contracting companies, in order to determine that compliance has been achieved;
RESOLVED, That non-compliance with the guidelines shall result in cancellation of the contract or the imposing of a fine, or both; and,
RESOLVED, That the National Council of Women of Canada request the Provincial Councils of Women to initiate similar recommendations to respective provincial governments regarding the implementation of affirmative action.
