76.15 Canada's Immigration Policy

Whereas:

  • In 1966, Canada supported an 'open-door' immigration policy, based upon economic conditions which still prevail.
  • The strongest argument which the recent Green Paper on Immigration makes against the 1966 policy is seemingly based on social and cultural factors; and,

Whereas, In order:

  1. To continue to maintain the present 'open-door' immigration policy, a policy which is compatible with Canada's avowed international stance which respects the individual rights of all people, the United Nations Declaration of Human Rights and the Canadian Bill of Rights; and
  2. To ensure that immigration policy be programmed intensively to meet economic and labour market objectives, allowing immigration to be based on skills and the potential contribution of the immigrant to Canadian society;

Resolved:

That the National Council of Women of Canada request the Government of Canada, when determining immigration policy:

  • To give consideration to provincial and territorial priorities of manpower planning objectives and provincial and territorial plans to provide the services which immigrants may require to facilitate their integration into the larger society.
