91.10 The Interdiction of Unauthorized Hazardous Wastes Entering Canada
[Whereas,] Rationale:
Dangerous waste products in trucks have been entering Canada illegally from the United States on a regular basis, using false customs declarations. Such materials can be hospital wastes or hazardous chemical wastes, both of which are dangerous unless they are properly disposed of. Many border crossings presently are unstaffed during the night, due to shortages of available customs officers: this situation facilitates the unregistered import of these toxic substances.
Canada, as a signatory of the new Global Convention on the Transboundary Movements of Hazardous Wastes in March, 1989, is bound to establish an international system whereby shipped wastes must be correctly identified and the country of destination is required to give prior informed consent.
[RESOLVED,] NCWC urges the Government of Canada to ensure that there are customs officers at border crossing points that can properly inspect all dangerous human and chemical wastes, and prevent them from being shipped into Canada.
