77.9 Young Offenders Bill

Whereas:

  • The Government of Canada has proposed a new Young Offenders Bill to replace the Juvenile Delinquents Act;
  • Public input has been invited by the Government on this important matter; and,
  • There is inconsistency in the actions and philosophies of the provinces concerning the administration of the Federal Act;

RESOLVED:

That the National Council of Women of Canada urge the Government of Canada to:

  1. Work with the provinces to establish a consistent age category for young offenders, ranging from twelve years to their eighteenth birthday; and,
  2. Require that parents or guardians be involved in all stages of the child’s interaction with the law. If parents cannot participate, a relative or responsible person should be designated to act on their behalf.

Note:

The National Council of Women of Canada has informed its Provincial and Local Councils to review the proposed Bill, monitor its first reading, and track its progress through Parliament. This oversight is critical as the provinces are responsible for administering the services outlined in the Bill. Provincial Councils will collaborate with the Provincial Solicitors-General to initiate this process.
