67.1 Grants for Social Welfare in Urban Renewal

Whereas, Urban Renewal is an important program for improving designated areas in all cities of Canada, the financing of which is shared by federal, provincial, and local governments as provided in the National Housing Act, Part 3, Section 23B (as amended in June 1964); and,

Whereas, It is considered to be unrealistic to change physical features of any area without due regard for the needs of the citizens living in such an area such as the need for coordinated programs in health, welfare, recreation, social adjustment, and other community services; and,

Whereas, There is no provision in the present legislation for funds to meet the cost of providing such necessary services in areas about to be renewed and which are being redeveloped; therefore,

RESOLVED, That the National Council of Women of Canada recommend to the Government of Canada that legislation be enacted which would provide for the payment of funds to approved social agencies, including Church Welfare Organizations, for the purpose of expanding their services in urban renewal areas in cooperation with federal, provincial, and local governments; and,

RESOLVED, That the National Council of Women of Canada recommend to the Provincial Councils that they urge their respective Provincial Governments to take action in support of this resolution; and,

RESOLVED, That the National Council of Women of Canada recommend to the Local Councils that they urge their respective Municipal Governments to take action in support of this resolution.
