2016.01EI Support for a Basic Income Guarantee
Whereas #1; Income insecurity and poverty in Canada continue to grow. Social assistance rates do not provide adequate income, and precarious employment is increasing. With automation and artificial intelligence expanding, full-time employment no longer guarantees financial stability above the poverty line.
Whereas #2; Investments in a basic income guarantee program have proven effective in reducing poverty, enhancing economic participation, decreasing social costs, and improving educational outcomes and quality of life for individuals, families, and children.
Whereas #3; Existing income supplement programs, such as Old Age Security and the Canada Child Benefit, have successfully reduced poverty.
Whereas #4; The federal and some provincial governments have shown interest in basic income programs, with Ontario launching a pilot project to test the system.
Resolved #1: The National Council of Women of Canada (NCWC) adopts as policy support for a national basic income guarantee program.
Resolved #2: The NCWC urges the Government of Canada to collaborate with provinces and territories to consider, investigate, and develop a national basic income guarantee program.
