97.9PU Social Assistance Standards
Whereas, with the introduction of the Canada Health and Social Transfer Act and the dissolution of the Canada Assistance Plan, with the exception of portability, there are no national standards of delivery of social assistance; and
Whereas, Canadians in need of assistance will receive inequitable treatment depending on place of residency, with many provinces already drastically cutting rates of assistance and in some cases, introducing mandatory workforce or prohibitive regulations; and
Whereas, in the absence of federal leadership the First Ministers of Canada developed provincial and territorial consensus regarding social policy for Canadians; and
Whereas, levels of poverty in Canada are rising substantially and many more people are in need of social assistance; therefore, be it
Resolved, that the National Council of Women of Canada urge the Government of Canada to take a leadership role in the development of a national framework, with strong social standards, that will support a comprehensive safety net for Canadians.
