89.1 Reduction of Emissions of Ozone-Depleting Chemicals

[Whereas,] Rationale:

Chlorofluorocarbons are very well known to be a major factor in the continuing depletion of the earth’s protective ozone layer.

NCWC, in 1977, urged prohibition of ozone-depleting chemicals in aerosol containers and continues to be concerned about the protection of the ozone layer.

NCWC commends the Government of Canada for the steps it has taken so far in the matter of programmed reduction of ozone-depleting chemicals, in particular for:

  1. Being one of the first five countries to ratify the Montreal Protocol;
  2. Its endorsement of the Brundtland Commission's concept of ‘sustainable development’; and,
  3. Its formulation of draft regulations for reduction of ozone-depleting chemicals.

[RESOLVED,] NCWC would urge the Government of Canada:

  1. To ensure rapid implementation of the draft regulations for reduction of ozone-depleting chemicals and to enforce said regulations under the terms of the Canadian Environmental Act;
  2. To encourage other nations to actively expedite ratification of the Montreal Protocol;
  3. To urge the United Nations Environment Programme to accelerate the review of the appropriate science and control measures called for in the Montreal Protocol; and,
  4. To offer technical and financial assistance to developing nations to help them reduce emissions of ozone-depleting chemicals (for example, by making available to them the services and facilities of the new Centre for Sustainable Development in Winnipeg).
