70.2 Purchase of Prison Services for Women
Whereas, The Report of the Canadian Committee on Corrections recommends that “Arrangements for purchase of prison services for women be made between the Government of Canada and the various provinces so that a unified service could be provided in each area and that the Government of Canada offer to purchase services from the larger provinces and to provide regional services that could be purchased by small provinces”; and,
Whereas, There is marked divergence provincially in the structure and maintenance of designated buildings, in staff qualifications, and in general operation of correction centers in respect to treatment within the centre and to aspects of after-care treatment; and,
Whereas, It has been established on inspection that all the buildings used for correctional purposes do not comply with basic sanitation and health requirements; therefore:
RESOLVED, That the National Council of Women of Canada request the Government of Canada to implement the recommendations of the Report of the Canadian Committee on Corrections that “Arrangements for purchase of prison services for women be made between the Government of Canada and the various provinces so that a unified service could be provided in each area and that the Government of Canada offer to purchase services from the larger provinces and to provide regional services that could be purchased by small provinces”; and,
RESOLVED, That the National Council of Women of Canada request the Government of Canada to negotiate with the provinces to bring buildings and services to an acceptable standard before the purchase of prison services for women, and, after purchase, to keep the standards under constant revision in accordance with the findings of penal research.
