Reaffirming past resolutions concerning the rights of women and children to personal security in times of war and disaster,
Recalling all binding international conventions on Human Rights, especially the United Nations Convention on the Rights of the Child (1989) and United Nations Security Council Resolutions 1325 (2000) and SCR 1820, 1888, 1889 subsequently,
Recognising the outrage of the international community that their repeated calls for action have not met with the eradication of rape,
Recognising the continuing prevalence of rape of women and children in disaster, post-disaster, conflict and post-conflict situations,
Acknowledging rape as a violation of fundamental Human Rights,
THE INTERNATIONAL COUNCIL OF WOMEN calls upon all governments to make the protection of women and children from rape and all other forms of sexual abuse as high a priority as the provision of all forms of relief in disaster, post-disaster, conflict and post-conflict situations;
and to make the education of men and women in the effects of rape and other forms of sexual violence an important and integral part of their training for disaster, post-disaster, conflict and post-conflict situations.
