New York - Optional Protocol CEDAW (1999)
THE INTERNATIONAL COUNCIL OF WOMEN Urges the National Councils of Women to press their respective governments:
1. to protect the fundamental rights of women and children, victims of the violence of rape in time of war, by finding them refuge in another country which recognizes them and act to have them granted Refugee Status,
2. to have that fundamental right reaffirmed by the United Nations, notably the Commission on Human Rights and by the Secretary General of the United Nations,
3. to insist that this systematic violence be considered a crime against humanity by member states of the United Nations,
4. to see that the perpetrators of such crimes be brought to justice through the auspices of the United Nations and International Court of Justice,
5. that member states cooperate so that these victims of Rape in Conflict are protect from fear of reprisal in returning to their own country.
