Aware that pedophiles depict children involved in pornographic acts and circulate such depictions widely on the Internet in their drive to lure young people into the sex trade by generating the impression that such behaviours are "normal",
Also aware that measures are needed to combat online and offline child sexual abuse and exploitation, and to provide assistance to victims of such abuse and exploitation,
THE INTERNATIONAL COUNCIL OF WOMEN Calls on its permanent representatives to The United Nations to support the work of the United Nations in drafting Agreements, Conventions and Declarations which prevent the circulation on the Internet of pornographic materials involving children and the luring of children through chat rooms, and all Internet instant messaging services,
Further urges its member National Councils to press their respective governments to support measures which:
1. teach children how to get the most out of their Internet surfing experiences safely and ensure that children, youth and parents are aware of cybersafety,
2. assemble and share a data base of children used in pornographic sites in order to track and assist such children,
3. support the regulation of Information Service Providers (ISP's),
4. establish and promote a method for reporting instances of child pornography and Internet luring,
5. provide police forces and social and health services with appropriate resources and training to deal with child pornography on the Internet,
6. ensure cooperation with international police forces on issues of child pornography on the Internet.
