Considering that widespread availability of new technologies of information and communication have taken off so that they have become unavoidable in the world in which we evolve;
Considering that all fields, economic, social, educational, cultural, medical, administrative, are concerned with these new technologies;
Noting that even if such great progress had already been realized, new technological innovations are to be foreseen (multimedia, spatial) that will permit greater access to information and an increase in use;
Insisting on the importance that this increase in use of new technologies represents for the population of developing countries as a mean of facilitating their access to a democratic life and of reducing the economic distance with industrialized countries,
THE INTERNATIONAL COUNCIL OF WOMEN urges National Councils:
1. to organize a "watch" on the democratic participation of people and of women in particular in all fields using new technologies,
2. to participate with governmental bodies to the training of men and women of all ages in new information technologies,
3. to urge international organizations (various agencies of the UN) private organizations, national organizations, to implement a voluntary policy to finance Research and Development taking into account the lack of infrastructure of many developing countries.
