Conscious of the inhumane and degrading treatment inflicted on women and young girls victims of armed conflicts;
Condemning in particular systematic rape as well as ethnical purification, used as weapons in war time;
Recalling the resolutions passed by ICW General Assemblies for more than a century, (The Hague 1899, Toronto 1909 and Rome 1914),
THE INTERNATIONAL COUNCIL OF WOMEN Urges affiliated Councils to press their respective governments:
1. to prevent conflicts from breaking out by exercising tolerance, using dialogue, mutual understanding based on the recognition of the rights of self-determination and on the establishment of a fruitful collaboration;
2. to support the efforts of the United Nations in favour of the peaceful resolution of conflicts;
3. to see that the perpetrators of such systematic rapes are prosecuted by the appropriate authorities under the United Nations.
