Recalling:
- The scope of Resolution 1325, adopted unanimously on 31 October 2000 by the United Nations Security Council, which states that "it is essential that women participate on an equal footing in all efforts to promote peace and maintain security. Women on all sides must participate in decisions taken to prevent and resolve conflicts",
- Several other Security Council resolutions along the same lines,
Whereas:
- All wars and armed conflicts are brought to an end by agreements embodied in peace treaties or conventions,
- It is unanimously recognised that women are excellent negotiators,
- Women, who bring all children into the world, refuse to accept the atrocities caused by armed conflicts and obstinately seek to put an end to them,
Denouncing:
- That women are still in the minority when agreements are being discussed, whether as negotiators, mediators or signatories,
Affirming:
- That feminist diplomacy tends to promote the principle of gender equality and, at a time when conflicts are upsetting the global balance, we must affirm the principle that in all negotiations, regardless of the parties in dispute, a significant and decisive number of women must be involved on both sides,
- Women represent more than half of the population concerned by the issues at stake in the continuation of the conflict or the return to peace,
Noting:
- That all these texts together constitute the "Women, Peace and Security Agenda" and that many international organisations (NATO, OSCE, African Union, Council of Europe, etc.) have signed up to this Agenda,
THE INTERNATIONAL COUNCIL OF WOMEN CALLS ON ITS AFFILIATED NATIONAL COUNCILS:
• To support the Women, Peace and Security Agenda at their level;
• To take action to ensure that the Women, Peace and Security Agenda is implemented across the board;
• To advocate that a large number of women be appointed at all levels, including the highest levels in diplomatic bodies, embassies, consulates and international organisations;
• To campaign for women to be fully and equally involved in peace negotiations.
