Recognising that there is urgent need to find durable solutions to the problems of violence against women in all societies;
Observing the continuing escalation of violence world wide;
Applauding the efforts of the Special Rapporteur in accordance with her mandate to seek from Governments clarifications and information on specific cases of alleged violence in order to identify and investigate specific situations and alleged violence against women, specifically gender based violence in any country;
Noting the considerable scope of her work in follow-up and field missions for the purpose of finding solutions and making recommendations to ensure the protection of all human rights and fundamental freedoms of women,
Reiterating its support for a Special Rapporteur on Violence Against Women and for a Secretariat for the Special Rapporteur,
THE INTERNATIONAL COUNCIL OF WOMEN is urged
1. to use its consultative status to ensure the strengthening of the Secretariat,
2. to encourage its National Councils to call upon their governments to support the initiative to establish a Secretariat,
3. to ensure the protection of all human rights and fundamental freedoms of women.
