Being Aware that the needs of civilians in war torn countries for food and medicine are not being met by the international community;
Also aware that neither ignoring the situation nor applying across-the-board sanctions is a viable or humane solution;
Recognizing that the United Nations High Commission for Refugees is limited in what it is able to do to bring relief to such people;
Aware that although it is difficult to enforce United Nations Conventions such Conventions add to the weight of statements made to the U.N. Security Council,
THE INTERNATIONAL COUNCIL OF WOMEN States its support for the establishment of an International Convention for Humanitarian Aid which ensures:
a. food, medicine and aid will be exempt from economic sanctions,
b. organisations and individuals which arm the offending parties be themselves subject to the International Criminal Court;
and further THE INTERNATIONAL COUNCIL OF WOMEN Urges
a. all ICW permanent and accredited representatives to the United Nations to work toward a global movement for the establishment of an International Convention for Humanitarian Aid in their work with the United Nations,
b. all member National Councils to press their governments to support the establishment of an International Convention for Humanitarian Aid.
