Advancement of Women's Quality of Life through Empowerment

Recognising that women's empowerment has impacts for the advancement of all of the people within a country


Aware that women's quality of life depends on empowerment


Concerned that barriers and impediments to women's well-being include


a) Subordination through lack of bargaining power in their everyday lives compared to men

b) Discrimination and violence experienced by many women

c) Excessive burdens of work often undertaken by women compared to men

d) Marginalization and exclusion from the processes of determining policy

e) Stereotyping in the role of domestic work


The International Council of Women calls on all its affiliated national councils to urge their governments to


1) Consistently and sustainably improve women's position and quality of life to achieve realization of justice and gender equality at the national, regional and international levels

2) Consistently promote planned gender mainstreaming and gender strategy in all policies and programmes

3) Improve and strengthen coordination between all stakeholders in government legislative and judicial institutions, non-governmental organizations and civil society to improve attitudes towards women's advancement

4) Accelerate the achievement of gender mainstreaming by all institutions concerned with women's issues and issues of gender

5) Encourage cooperation with statistics agencies to develop gender indicators and statistics based on gender

6) Increase funding for women's empowerment programmes which aim to realize justice, impartiality and gender equality
