Whereas, Rationale:

  • Canada has a well-established system of universal health care that guarantees equality of service to all citizens, regardless of financial circumstances or provincial or territorial location.
  • Federal participation in funding this system has ensured equality of service across Canada.
  • However, this equal access to quality health care has been threatened by the passage of Bill C-69 in 1991, which gradually reduced federal financial contributions to health care until 1994-95.
  • Health care has been a long-standing concern of the National Council of Women of Canada. In 1980, the Council forwarded a resolution urging the government to ensure universality and excellence in the Medicare system.

Resolved:

The National Council of Women of Canada urges the Government of Canada to commit itself to continued and adequate budgeting support for Medicare to ensure equality of service in health care for Canadians in all provinces and territories.
