97.15EM Federal-Provincial Negotiations

Whereas, national social programs such as Medicare, Old Age Security and Employment Insurance, contribute to national unity by presenting a shared vision and set of common standards; and

Whereas, as the forces of global economic restructuring increase the gap between rich and poor and put pressure on social programs throughout the G7 countries, a strong federal role is required to preserve the social safety net and prevent an uneven patchwork of programs developing in different provinces; and

Whereas, it is important to involve concerned citizens, as well as a cross-section of affected groups and institutions, in the process of policy formation; therefore be it

Resolved, that the National Council of Women of Canada urge the Government of Canada to maintain a strong role in social and environmental programs, and not devolve additional powers to the provinces; and be it further

Resolved, that the National Council of Women of Canada urge the Government of Canada to develop a strategy to ensure wide consultation with concerned citizens, as well as a cross-section of affected groups and institutions, when federal-provincial negotiations take place.
