Accountability for Government Created Foundations and Funds

2002:03EM ACCOUNTABILITY FOR GOVERNMENT CREATED FOUNDATIONS AND FUNDS

Whereas:

the National Council of Women of Canada (NCWC) commends the Government of Canada for its allocation in the Budget of December 2001, of funds at arms-length from the Government for various foundations and funds in areas such as education, health, municipal infrastructure, the environment, climate and youth business; and

Whereas:

no information was provided in the Budget speech concerning:

a. the method of selection of Boards of Directors of Government-created funds and foundations;

b. the method of selection of the projects of these Government-created funds and foundations;

c. the nature of the proposed public-private and federal-provincial-municipal partnerships of Government-created funds and foundations; and

Whereas:

expenditures of charitable foundations are subject to close public scrutiny and accountability, the expenditure of the large amounts allocated to Government-created funds and foundations are neither transparent nor publicly accountable; therefore be it

RESOLVED:

that the National Council of Women of Canada adopt as policy support for openness and public accountability of monies allocated to Government-created funds and foundations; and be it further

RESOLVED:

that the National Council of Women of Canada urge the Government of Canada to be open and accountable and make public:

a. the method of selection of the projects of Government-created funds and foundations;

b. the method of selection of their Boards of Directors;

c. the nature of the proposed public-private and federal-provincial-municipal partnerships; and be it further

that the selection and implementation of any project be carried out by the relevant Board of Director in conjunction with local officials; and be it further

RESOLVED:

that the National Council of Women of Canada urge the Government of Canada to follow the 2002 recommendations of the Auditor General of Canada by making all arm’s length funding bodies accountable to the Canadian public through a requirement that they report to Parliament.
