83.3 Post-Secondary Education Courses in Canadian Penitentiaries

Whereas:

Post-secondary education courses in Canadian Penitentiaries are a positive rehabilitation program; and,

Whereas:

The prison recidivism rate of post-secondary education students is 14 percent as compared to an average prison recidivism of about 54 percent; and,

Whereas:

The prison wage system, $3.15 to $7.55 (1981) per day, depending on the job and level of security of the institution, which is used for small luxuries, is not sufficient to allow inmates to pay for their own courses; therefore be it

RESOLVED:

That The National Council of Women of Canada immediately urge the Government of Canada to reinstate post-secondary school courses formerly provided at nine penitentiaries by the University of Victoria, the University of Manitoba, Queen’s University, Laval University, and the College Marie-Victorin.
