91.11 Reimbursement for Municipal Costs Incurred in Apprehension and Conviction of Drug Dealers
[Whereas,] Rationale:
Legislation allows for forfeiture of property to Her Majesty in Right of Canada where that property is proved to be the proceeds of a crime, in this case designated drug offences under the Narcotic Control Act and the Food and Drugs Act.
Millions of property tax dollars are spent each year by municipal police forces in efforts to apprehend and convict drug dealers.
Currently, the municipalities receive no reimbursement for the cost of investigations leading to arrests, convictions, and forfeiture of assets. NCWC feels that such a reimbursement would be fairer to the taxpayers of the municipalities now supporting costly criminal law enforcement efforts related to drug dealing.
[RESOLVED,] NCWC urges the Government of Canada to amend the Narcotic Control Act and the Food and Drugs Act (Bill C-61) to permit reimbursement to the appropriate municipality rather than Her Majesty in Right of Canada, an equitable portion of the forfeited assets of a person convicted of a designated drug offence.
