70.B Incentive Earnings Under the Canada Assistance Plan

Whereas, The preamble of the Canadian Assistance Plan, July 15, 1966, recognizes “that the provision of adequate assistance to and in respect of persons in need and the prevention and removal of the causes of poverty and dependence on public assistance are the concern of all the Canadians”; and, 

Whereas, The provincial regulations governing eligibility for assistance under the Canada Assistance Plan may allow incentive earnings by the persons in need; therefore: 

RESOLVED, That the National Council of Women of Canada affirm its belief that incentive earnings by persons in need are a factor in the prevention and removal of the causes of poverty and dependence on public assistance; and, 

RESOLVED, That the National Council of Women of Canada request its appropriate Federated Associations: 

1. To inform themselves as to what their respective provincial regulations, if any, set forth with respect to incentive earnings under the Canada Assistance Plan; and, 

2. Where required, request their Provincial Governments to pass regulations to allow incentive earnings by persons in need to levels not falling below the minimum current poverty levels, as defined by the Economic Council of Canada.
