Beverley Tjarera

Beverley Tjarera is the Founder and Principal of Omeya Energy Advisory, a specialized advisory firm focused on institutional readiness and economic participation in emerging energy economies. Her work examines the conditions that determine whether resource development and major investment translate into lasting domestic economic benefit.

Through Omeya, Ms. Tjarera developed FORA, an assessment framework for examining institutional readiness in emerging energy economies, with particular attention to regulatory capacity, workforce development, supplier participation, institutional coordination and economic planning.

Ms. Tjarera serves on the Stewardship Council of the Wider African Energy Summit (WAES), an international forum convening African energy ministries, national oil companies, operators, financiers and supply chain participants. Her current work has particular relevance to emerging energy economies across Africa and the Caribbean.

She has lived and worked for more than fifteen years in the Wood Buffalo region of Alberta, where much of her economic and community development experience has been shaped by the realities of an energy economy, including cyclical labour markets, workforce pressures, procurement concentration and the gap that can emerge between regional wealth and household outcomes.

Over approximately twenty years, Ms. Tjarera has worked across economic and community development, municipal government, nonprofit leadership, entrepreneurship and technology. Her experience includes economic and workforce development, labour force participation, skills and talent development, business growth, and work supporting refugees and newcomers establishing

themselves in Canada. She has also held an executive leadership role within the nonprofit sector serving women and girls in northern Alberta.

Ms. Tjarera is also the founder of Regift Inc., a Canadian technology company developing a platform for the resale and reuse of unused gift cards, and the Layla Isaac Foundation, through which she developed community programming supporting children's right to rest, leisure and play under Article 31 of the UN Convention on the Rights of the Child. The Foundation's post-wildfire programming received an International Play Association Right to Play Award in 2017.

Ms. Tjarera joined the National Council of Women of Canada in 2025, extending her longstanding work in community leadership, economic participation and advocacy for women and families into a

national policy forum. In March 2026, she represented the Council as an NGO delegate at the seventieth session of the United Nations Commission on the Status of Women in New York, where she engaged in international dialogue on women's rights, access to justice and economic participation. Her involvement with NCWC reflects an increasing focus on the economic systems and

public policies that shape women's ability to participate fully in economic and civic life.

Her present focus is on the systems that determine who benefits from economic growth and on strengthening the institutional conditions through which investment and development can create meaningful participation and lasting opportunity.
